Mai Boliang, the president of China International Marine ?Containers (CIMC), is confident about the prospects for the ?new offshore engineering and fabrication outfit CIMC Raffles.

Mai’s immediate target is to improve the building capacity at CIMC Raffles and deliver the projects on time, on target and on budget.

He attributes the project delays to a lack of experience in new projects and to design modification by clients.

“On-time delivery is our primary target now,” he says.

To do so, he plans to improve the management of sub-contractors that pre-fabricate blocks, modules and equipment.

The yard has delivered two deep-water semisub drilling rigs to China Oilfield Services and Schahin in October and November, respectively, and is on track to deliver another two next year.

Rigs are built onshore, then mated using the yard’s flagship 20,000-tonne gantry crane Taisun, outfitted at an 18-metre deep-water wharf and launched by a barge — an approach that has shortened the construction period.

The process saves time by ?cutting days for installing thrusters, which normally requires the unit to be towed into open sea.

Mai says the current capacities have put CIMC Raffles into a position to build six semi-submersible rigs, six jack-up rigs and three pipelay vessels at the same time.

“To install a thruster, we only need 16 hours without the use of tugs and cranes,” he says.

CIMC Raffles has three yards — Yantai CIMC Raffles Offshore, Haiyang CIMC Raffles Offshore and Longkou CIMC Raffles Offshore, all in China’s Shandong province.

Mai intends the 400,000-square-metre Longkou facility, which CIMC Raffles acquired last year, will build jack-ups, aiming to establish it as one of the main suppliers of jack-up drilling rigs within the next three to five years.

The Haiyang facility is designed to build modules and blocks onshore and has the capacity to fabricate steel structures weighing up to 20,000 tonnes.

He says a major shift is in the decision-making process, adding that in the past it was a one-man show by Brian Chang. “We now rely on teamwork,” he says.

As Chang is in his 60s, he finds it difficult to achieve his goals for CIMC Raffles by himself.

Born in 1959 in Guangdong province, Mai started out as a part-time worker at CIMC after his graduation from South China University of Technology in 1982 with a diploma in machine building. Mai later joined CIMC full-time.

A downturn in the shipping industry in 1986 forced CIMC to the brink of bankruptcy. Mai, then the manager in the production and technology department, ?convinced many middle level managers to stay on, and China Ocean Shipping Group injected fresh funds in 1987.

Mai was promoted to CIMC’s vice presidency and made president in 1992. His colleagues say Mai is frank and outspoken and is consistently ready to accept conflicting ideas on business development.

He was awarded the honour of being among China’s top 10 ?managers in 2002.

Over the past eight years, it has been the world’s top manufacturer in its field.
“I will strive to repeat that at CIMC Raffles,” Mai says.
