China sets up special fund for renewable energy
BEIJING, Jun 13, 2006 (Xinhua via COMTEX) --
China's Ministry of Finance (MOF) and State Development and Reform Commission (SDRC) are in talks to establish a special fund for the development of renewable energy, the China Securities Journal reported on Tuesday.
Citing anonymous sources with China's Wind Power Association, the Beijing-based newspaper said the fund would speed up development of renewable energy resources, although the size of the fund was unavailable. （消息来源为风能协会人士）
It said local governments hoping to benefit from the fund must apply to the MOF. Once their applications were approved by the ministry and the SDRC, the fund and provincial-level governments would have to contribute money as required. （希望从中收益的地方政府可向财政部申请，一旦获批，基金和省政府将共同提供资金）
Vice Minister of Finance Zhu Zhigang was quoted as saying that China would "greatly support" research into and development of biological, solar and wind energy. （财政部副部长朱志刚：将大力支持研究和发展生物质能源、太阳能、风能等可再生能源）
The government had already implemented a series of preferential tax policies for companies involved in the renewable energy industry, including halving the standard rate of value-added tax, said the newspaper.
In Inner Mongolia and Xinjiang Uygur autonomous regions, some local governments even offered value-added tax exemptions to renewable energy firms.
Sichuan and Yunnan provincial governments and Chongqing Municipality, which have pioneered the development of biological energy, are considering long-term development plans to make full use of the fund, said the newspaper. （----看来中国也有点象老美，个别省份走到中央前面，但愿是个好的开始）

可再生能源专项资金"露脸"在即 哪些行业笑最甜

财政部将设立可再生能源发展专项资金作为扶持可再生能源发展的着力点。消息人士称，目前财政部、发改委等相关部委已将生物质能源列为第一号扶持对象，“该专项资金目前已经基本到位”，财政部和发改委正在制定专项资金具体运作细则。
“由财政部设立的专项资金将主要立足于可再生能源产业化”，风能协会负责人这样表示。
专项资金如何“露脸”
“根据惯例，专项资金可能会采取中央资金与地方资金配套的形式，即在项目获得专项资金扶持的同时，地方政府也要从财政中拿出相应的资金，共同扶持这个项目”，该人士解释。
消息人士称，目前，各省、区、市已经根据自身特点调研，准备向财政部申报项目。当然，具体每个省能够获得多少资金支持还需要经过财政部等有关部门的审批。
根据财政部惯例，专项资金一般由财政部经济建设司负责。消息人士分析，现在具体的申报途径还未公布，但是，按照现有的工作程序，应该会采取这样的模式：由各省、区、市自行调研、制定发展规划，并且申报项目，项目经财政部和发改委认定后再向省级财政拨款，由省级财政配套相应资金后投向该项目。
哪些行业笑得最甜
可再生能源专项资金将主要扶持哪些领域呢？此前，一直传言风力发电将是最大的赢家。
财政部副部长朱志刚近日表示，将“大力支持生物质能源、太阳能、风能等可再生能源的研究开发和推广应用”，使得这一悬念得到了确切的答案。“无疑，生物质能源将成为可再生能源发展专项资金的宠儿”，业内人士称，国家原有文件对可再生能源发展的表述中，风能一直处于首位。
“当然，这并不代表对风能的扶持力度将减弱，新疆和内蒙的相关风电项目已经进入专项资金的‘视野’”，消息人士称。
“生物质能源被列为首要扶持对象主要是因为它运用范围广、地域局限小以及其对石油的直接替代性”，业内人士表示。
生物质能源包括燃料乙醇、生物柴油、生物质发电、沼气等。“随着国家对燃料乙醇的进一步推广，这一产量水平显然不够”，业内人士称，我国还需要更多的燃料乙醇生产基地，预计“十一五”期间乙醇汽油产量将再翻一番。
“四川、重庆、广西、云南等省市拥有原料资源优势，这些省、市正在制定本省燃料乙醇开发和发展规划”，消息人士透露。目前，我国燃料乙醇产量共 132万吨：吉林60万吨（一期 30万吨），河南天冠32万吨，安徽丰源30万吨，黑龙江华润10万吨。
另外，我国生物柴油产业也开始起步。目前餐饮业废油是价格最低的生物柴油原料。新疆、四川、河北等地也积极探索利用棉籽油等多种原料生产生物柴油。
“风能以其相对成熟的技术和规模化的便利，也将得到专项资金的大力支持”，风能协会负责人称。
哪些优惠托起可再生能源发展
除了资金支持以外，在财税支持方面，国家目前对可再生能源生产企业采取了减半征收增值税的优惠措施。一些地方政府，如内蒙古、新疆等省区，对可再生能源企业实行减免所得税优惠。在西部地区建设的可再生能源发电项目可按西部开发税收优惠政策得到减免税的优惠。
专家分析，“目前，财税方面的优惠力度还有待提高，一些局部地区的做法值得借鉴”，国家应该出台全国性的税收优惠措施支持可再生能源发展，这些优惠可能包括所得税、增值税、进口设备关税等的减免。“专项贴息贷款也是支持可再生能源发展的一股重要力量”。
业内人士称，“利用国债支持一部分可再生能源项目的发展，也许会起到很好的作用”。
目前，国家财政对燃料乙醇厂家根据各地实际情况按照保本微利的原则核定补贴的办法，2006年每吨补贴在1620－1650元之间。（实习记者 周明 记者 尚晓阳）

A hurdle facing the rapidly growing $9.9 billion solar industry is a shortage and corresponding price increase of silicon, the main ingredient of solar photovoltaic (PV) cells. Securing a supply of affordable solar-grade silicon would be a significant accomplishment with highly positive implications for the company's growth.
Investors should continue to monitor the progress of Solar EnerTech! Earlier this month, Solar EnerTech announced that its team had traveled to Southern Mongolia at the invitation of the Region's Autonomous Government and met with the Director of the Development and Reform Commission. Inner Mongolia, on the northern frontier of China, is known as one of the world's richest sources of silicon. As a result of the company's visit, several agencies have approached Solar Enertech to discuss possible joint ventures opportunities.

The company's management has determined that the relationship with PAIS Industries is an excellent strategic alliance and believes that of the various agencies to have indicated their interest in the project, PAIS is currently the most likely candidate to successfully complete an agreement with the local government.
The LOI is contingent upon completion of a formal agreement between PAIS Industries and the government of the Inner Mongolia Autonomous Region to allow PAIS to develop and process locally mined silicon into a marketable solar grade end product.
Prior to the latest press release, the stock closed yesterday at $1.69 a share.
