你相信政府干预的神话吗？ 2008-10-11 18:16:30
这个星期市场重演了1931年金融危机国际间的传播，这是一个悲剧，这说明我们没有从1929中吸取到任何教训。冰岛巴基斯坦全国破产，欧洲俄罗斯开始国有化倒闭的银行，非美货币汇率一落千丈，不是因为美国的经济有任何转机，而是因为别的国家问题可能和美国一样严重。不要相信中国能独善其身，出来混，早晚要还的。
我们在做什么？ 我们在战斗，我们在动用一切资源，不惜一切代价，不计一切后果，去对抗萧条，正像胡佛总统在1930年做得一样，看看教科书长久以来宣传的“错误的采取自由放任政策”的胡佛总统在1930年的讲话吧：
the primary question at once arose as to whether the President and the Federal Government should undertake to investigate and remedy the evils..... No president before had ever believed there was a governmental responsibility in such cases. No matter what the urging on previous occasions, Presidents steadfastly had maintained that the Federal government was apart from such eruptions.....therefore, we had to pioneer a new field!!!（America's great depression P209）
(主要的问题是：总统和联邦政府是否应该介入来对抗邪恶.....没有任何前任总统曾经相信政府在这种情况下有责任去这样做，不管过去的情况有多么的危急，总统总是坚定的认为联邦政府应该对这种事情不加干预，.....,因此，我们必须要成为这方面的先行者！！！）
这是发表于1931年12月8日的讲话：
Many undertakings have been organized and forwarded during the past year to meet the new and changing emergencies which have constantly confronted us . . . to cushion the violence of liquidation in industry and commerce,thus giving time for orderly readjustment of costs, inventories, and credits without panic and widespread bankruptcies.(同上P285)
这是胡佛在接受共和党总统候选人提名时候的讲话：
We might have done nothing. That would have been utter ruin. Instead, we met the situation with proposals to private business and to Congress of the most gigantic program of economic defense and counterattack ever evolved in the history of the Republic. We put it into action.（同上P321）豆友们英文都比我强，我就不翻译了。
罗斯福新政和近日美联储的所做所为，都是以胡佛总统当年的拯救行动为蓝本的，包括限制做空，降低贴现率，注资，等等等。但这次财政部更为胆大，直接借鉴了中国发行央行票据来支持大股东回购股票的方法，直接动用公众资金，购买银行的优先股。（Treasury Secretary Henry Paulson announced this evening that the federal government will, for the first time, buy direct, preferred stock in US banking firms using "public capital." ）
政府的这些行为，真的能够避免大萧条发生吗？不会，政府的干预行为，都是为了小部分人和特殊利益集团牟利的，政府不从事任何生产活动，他用来救市的每一分钱，都来自税收和通货膨胀，都是用贫民的钱去补贴那些政治影响力大并且在繁荣中作出愚不可及的投资的人。如果政府干预真的能够解决萧条，那么，现在的教科书就不会刻意忽略1929-1933年胡佛总统不遗余力的干预救市和罗斯福就任后一直到二战全面爆发，美国的失业率从来没有低于%15.（不包括破产农民和非全职工作者）的事实。也不会可以忽略在1929以前，很多金融危机都发生过，但从来没有像1929或者是1970-1980持续这么长，破坏力那么大。
Ron Paul议员在最新的讲话中（http://www.campaignforliberty.com/），仍然强作充满信心状，相信公众最终会意识到政府干预经济的灾难性后果，或者这次灾难能埋葬政府干预。但是听到他的声音，显然他已经失去了很多信心，他3年前就提醒人们两房问题和股市泡沫，从美联储开始拯救Bear Stearns，就开始激烈反对，但一切都是在做无用功，他即将面对的是一个民主党总统，一个接受了几千万美元来自金融财团的献金的总统。
大家不要相信政府干预的神话，充分发挥自己的才能，不要让政府，掏光你的钱包！！ |
