The construction of another
photovoltaic plant with a peak power output of 2.2 Megawatts on the same site has been planned
for this year as well.

Silicon wafer prices increase again

SAN JOSE, Calif. — Prices for silicon wafers have quietly jumped twice in the past six months amid capacity and material shortages in the marketplace, according to analysts.
Leading silicon wafer suppliers — including MEMC, Siltronic, Sumco and Shin-Etsu Handotai — have reportedly raised their respective prices on at least two occasions according to analysts.

Suppliers of silicon wafers first increased their prices by 5-to-6 percent in December of last year, said Rich Winegarner, president of Sage Concepts Inc. (Healdsburg, Calif.), a market research firm.

Then, last month, suppliers quietly raised their prices another 5-to-6 percent due to perceived polysilicon material shortages and lack of 200-mm capacity, Winegarner said.

“People are worried about not getting enough material,” he said. “Besides that, 200-mm silicon wafer capacity is tight, because no one wants to invest in 200-mm production.”

Silicon wafer makers are scrambling to expand their 300-mm capacities amid strong demand in the market. The average selling price for a 200- and 300-mm silicon wafer is about $45 and $200 right now, respectively, he added.

Material shortages are a major concern. Prices for polysilicon are expected to
see further increases this year and next amid ongoing shortages for the materials due to huge demand from the solar industry. Ongoing shortages of polysilicon is expected to restrict the growth rates in the worldwide solar photovoltaic (PV) market to just 10 percent in 2006, according to Solarbuzz LLC.

In total, the silicon wafer industry is expected to grow 5-to-6 percent this year terms of area shipments. In terms of revenues, the silicon wafer market will grow 12-to-15 percent in 2006 over 2005, according to Sage Concepts.

32 Congressmen Introduce "Securing America's Energy Independence Act" to Extend Federal
   SolarTax Credits Through 2015

(WASHINGTON, DC) - With electricity and gas prices skyrocketing across the country, 32 members of Congress responded Wednesday by introducing legislation in the House and Senate to extend solar energy and fuel cell investment tax credits for homeowners and businesses through 2015. The credits are currently set to expire next year.

The Solar Energy Industries Association praised Senators Gordon Smith (R-OR) and Robert Menendez (D-NJ), as well as Reps. J.D. Hayworth (R-AZ) and Michael McNulty (D-NY), for sponsoring S. 2677 and H.R. 5206, the "Securing America's Energy Independence Act."

****

The Senate and House bills both include the following provisions:

Residential Solar Tax Credit: Extends a 30-percent tax credit, created in the Energy Policy Act of 2005, for the purchase of residential solar water heating, photovoltaic equipment, and fuel cell property. Changes the maximum credit to $2,000 for each kilowatt of capacity for solar equipment and $1,000 for each kilowatt of capacity for fuel cells. Credits may be taken against the alternative minimum tax. Expires after December 31, 2015.

Business Solar Tax Credit and Fuel Cell Tax Credit: Extends a 30-percent business credit, established in the Energy Policy Act of 2005, for the purchase of fuel cell power plants, solar energy property, and fiber-optic property used to illuminate the inside of a structure. Credits may be taken against the alternative minimum tax. Expires after December 31, 2015.

UN Secretary-General Calls for New Energy Approaches

2006/5/12
New York, New York United Nations Secretary-General Kofi Annan called for new approaches to energy use with a focus on greater efficiency, increased investment in renewable sources and new technologies.

"We need a revolution in energy efficiency," he told the opening plenary of the three-day High-Level Segment of the Commission on Sustainable Development in New York. "Conventional power stations waste 65 percent of the energy they generate. We must capture and use that excess heat, and make greater use of hybrid vehicles and other energy-efficient technologies."

He also called for cutting the pollution generated by fossil fuels, for example, through the use of so-called "clean coal," and pointed out that the high cost of oil imposes economic burdens on some poor countries while contributing to climate change.
...........

All countries must be more rigorous in carrying out what they have agreed to do, he said, arguing that any measures to lessen climate change or adapt to it had to be integrated into national sustainable development strategies.

"In this great endeavor, there is work for everyone," Mr. Annan said. "Governments must use their power to set the ground rules, lay out the standards, put the right incentives in place, and deploy their purchasing power to procure energy-efficient goods and services."

He noted that global financial institutions controlling a total of some $4 trillion signed on last week at the New York Stock Exchange to a new set of principles for responsible investment, in which it is clearly spelled out that what is not sustainable is not responsible.

"Financial markets, banks, private business and industry, civil society and private citizens," Mr. Annan said, "all have distinct roles to play."
