Sacramento, CA, USA: California Million Solar Roofs Bill Resurrected
The California State Assembly advanced the Million Solar Roofs bill, Senate Bill 1 (sponsored by
Senator Murray), with a 6-1 vote, helping to round out the broadly supported California Solar
Initiative adopted by the California Public Utilities Commission (CPUC) this past January.
The bill will now head to the Assembly Floor for a final vote in the Assembly.
“If California is going to realize the vision of building a million solar roofs, we need this bill to pass,”
said Bernadette Del Chiaro, clean energy advocate for Environment California and sponsor of SB 1.
“We applaud today’s vote and hope the Assembly Floor will act quickly, and without any weakening
amendments, so that California can continue on its way to becoming a world solar power leader.”
The bill passed today, SB 1, is the same vehicle that ran aground in the state legislature last year
on the last night of session. The bulk of what the bill would have instituted last year was then
picked up by the CPUC with the California Solar Initiative. Despite this progress at the PUC,
however, several key policies are still needed to achieve the million solar roofs, 3,000 MW of
solar power goal.
These policies, which are contained in SB 1, can only be adopted by the state legislature and
include:
- Mandate that all new homes come with solar panels as a standard option,
just like granite counter tops;
- Lifting the cap on net metering to 2.5% to allow solar system owners to receive a
credit on their electric bill for any excess solar power they generate;
- Requiring that the state’s municipally run utilities adopt their own solar rebate programs.
“With oil at $70 a barrel and the price of natural gas continuing to increase, there’s no better time
for California to aggressively pursue solar power and other renewable energy technologies,” said
Del Chiaro. The California Solar Initiative, adopted by the PUC in January, created a $3.2 billion pot
of money for consumer rebates, available from 2007 through 2016, The program is the largest
investment in solar power in the country and promises to increase demand 30-fold, cut the cost of
